Activating Growth in Townsville

As the primary services and commercial hub for North Queensland, Townsville contributes more than $13 billion annually to the region’s economy. Townsville City Council is committed to growing Townsville and providing opportunities for businesses, community groups, innovators, and entrepreneurs to develop new projects and ideas that encourage visitation to our region and ignite the city.

In 2022, one of Council’s most significant achievements was incentivising growth and revitalisation in Townsville via the City Activation and Jobs Growth Policy.

Since launching the Development Incentives Package (2020/21) and City Activation and Jobs Growth Policy (2021/22), Council has awarded 11 projects to assist in generating investment and employment opportunities for the city.

This year to date, Council has waived $500,000 in infrastructure charges, provided $340,000 of grant funding to revitalise and modernise buildings in the city, in turn generating more than $40 million in economic benefit for Townsville as a direct result.

Grants are available under the City Activation and Jobs Growth Policy for modernising buildings and activating spaces. These grants support initiatives that demonstrate the city streets’ activation, improving the city centre’s attractiveness, vibrancy, or safety, including improvements to building or shopfront facades or retrofitting buildings to open them onto the street.

New and Repurposed Development

Council is offering to waive charges for eligible projects to promote high-value development in the prescribed Townsville City Core and Fringe and Medium Density zoned areas.

Modernising Buildings and Activating Spaces

Component 3 offers grants to support a wide variety of initiatives which activates the city streets, improving the attractiveness, vibrancy, or safety of the city centre.

Special or Significant Economic or Social Benefit

Component 4 provides Council scope to offer discretionary incentives to major developments in the Townsville Local Government Area where a significant economic or social benefit to Townsville can be demonstrated.
